中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海石油（中國）有限公司（以下稱為“招標人”）委托，就營口天然氣處理廠二期擴容項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of YINGKOU ONSHORE GAS PROCESSING TERMINAL EXTENSION PROJECT by Internatioive Bnal Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招標條件

項目概況：

錦州 25-1 南油氣田位于渤海遼東灣遼西低凸中段，北距錦州 20-2凝析氣田 25km，南距綏中 36-1 油田約 40km，油氣田平均水深 25m，油氣田開發海上主要工程設施包括 3 座井口生產平臺與1座中心處理平臺（ CEP）及平臺間的油氣輸送管道和復合電纜。各平臺生產的油氣匯集到 CEP 經脫水、 穩定（ 原油）后，通過海底管道，原油被管輸到綏中 36-1 終端，天然氣管輸到營口仙人島能源化工區天然氣處理廠。

   Project Summary：

Jinzhou 25-1 South Oil and Gas Field is located in the middle section of Liaoxi Low Convex in Liaodong Bay, Bohai Sea. It is 25km north of Jinzhou 20-2 condensate gas field and about 40km south of Suizhong 36-1 oilfield. The average depth of the oil and gas field is 25m. The main offshore engineering facilities for oil and gas field development include three wellhead production platforms, one central processing platform (CEP), and oil and gas transmission pipelines and composite cables between the platforms. The oil and gas produced by various platforms are collected in CEP for dehydration and stabilization (crude oil), and then transported through submarine pipelines to the Suizhong 36-1 terminal. The natural gas pipeline is then transported to the natural gas processing plant of the Xianren Island Energy and Chemical Zone in Yingkou.

2.  招標內容：Bidding Contents:

   主要技術規格：

丙烷壓縮機橇(X-4201)：包括電動雙螺桿壓縮機（C-4201），可選配的潤滑油系統（油分離器、回油泵（P-4201A/B)、油冷卻器(OC-4201)、油過濾器(F-4201A/B/C)等），吸氣截斷閥、止回閥和過濾器，排氣截斷閥和止回閥，控制柜。

風冷式冷凝器橇（X-4202):風冷式冷凝器(AC-4201)。

丙烷儲罐橇（X-4203):包括熱虹吸罐(V-4202)，儲罐(V-4203)，經濟器(E-4202)。

丙烷主蒸發器橇（X-4204):包括主蒸發器(E-4203)，分液分離器，主回油器。

丙烷輔助蒸發器橇（X-4205)：包括丙烷輔助蒸發器A(E-4204),

丙烷輔助蒸發器B(E-4205)。

 

交貨期：2025年1月12日（國內）或2024年12月26日（進口）

    Delivery Schedule: On or before Jan.12th, 2025(From within PRC)

               On or before Dec.26th, 2024(From outside PRC)

從中華人民共和國關境內提供的貨物：2025年1月12日前（貨到項目現場時間）

For goods offered from within PRC customs territory: before Jan.12th, 2025 (arrival date to the job site)

從中華人民共和國關境外提供的貨物:2024年12月26日前（到港時間）

For goods offered from outside PRC customs territory:before Dec.26th, 2024 (departure date on the Bill of Lading)

3. 對投標人的資格和業績要求：

Requirements for Qualification and reference of Bidder:

（1）資格要求 

Requirements for Qualification of Bidder

A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；窗體頂端窗體底端

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

 

B．（不接受代理）

投標人應為丙烷壓縮機的制造商或其授權的成橇商。

1）投標人以自己制造的壓縮機參與投標的，不能再將此壓縮機同時授權給其他投標人參與投標，相關的所有投標將被拒絕。

2）投標人作為成撬商投標的，應得到壓縮機制造商的同意以及證明其在本次投標中唯一正式授權書。

3）投標人將被授權的壓縮機再授權給其他投標人同時參與投標，相關的所有投標將被拒絕。

B.The bidder shall be the manufacturer of the PROPANE COMPRESSOR or its authorized sled manufacturer

1)If a bidder participates in the bidding with their own manufactured compressor, they cannot authorize other bidders to participate in the bidding at the same time, and all related bids will be rejected.

2)The bidder, as a prying bidder, shall obtain the consent of the compressor manufacturer and proof of their sole formal authorization in this bidding.

3)The bidder will re authorize the authorized compressor to other bidders to participate in the bidding process, and all related bids will be rejected.

 

C. 投標人若為成撬商，須具有有效期內的《中華人民共和國特種設備生產許可證》證書，許可項目：壓力容器，許可級別：D級及以上。投標時需提供證書原件掃描件（原件備查）并可在全國特種設備公示信息查詢平臺（https://cnse.e-cqs.cn/info-pub/pub）核實。

If it is a skid builder, the bidder shall have Special Equipment Production License within the validity period, and the license scope (license items) shall be D (including A1/A2/C1/C2) type pressure vessels.  The license certificate shall be provided when bidding.

（2）業績要求Requirement for Bidder's reference: 

1)投標人需提供自2013年1月1日起至投標截止日（以合同簽訂時間為準）丙烷壓縮機制造商至少2個項目用于丙烷制冷的螺桿壓縮機組（單臺機組制冷處理量≥550KW，蒸發溫度≤-35℃）的供貨業績，并提交相關業績證明文件。投標人須按規定格式提交業績表，業績證明文件至少包括：銷售合同原件掃描件和到貨驗收證明文件。業績證明文件按至少體現以下內容：合同首頁、簽字蓋章頁（應有雙方蓋章）、合同簽署時間、貨物名稱、體現制冷量和蒸發溫度的技術文件、供貨數量，用戶簽名的到貨驗收或使用證明文件。未提供以上文件或提供文件無法滿足上述要求的視為無效業績。

From January 1, 2013 to the bidding deadline (subject to the contract signing time), the tenderer shall submit that manufacturer of Screw Compressor have two or more projects of application performance forpropane refrigeration ( refrigeration capacity  ≥550KW/set，evaporator temperature≤-35℃, total 20000hrs/set  running  record), and submit the performance table in the prescribed format and submit relevant performance certification documents.  Performance certification documents include but are not limited to:   Copies of sales contract (including relevant technical attachments);  The arrival acceptance certificate materials signed and running  record by the user.The supporting documents submitted must  show the following contents: name of goods, quantity to be supplied, the main capacity and evaporator temperature  parameters in technical documents. If the performance certification documents are not submitted, or the performance certification documents provided cannot verify the above contents, the performance shall be regarded as invalid.

2)投標人若為成撬商，投標人除了提供業績1中制造商的業績外還須提供自2013年1月1日起至投標截止日（以合同簽訂時間為準）至少1臺功率不低于550KW的蒸發器或換熱器的供貨業績，并提交相關業績證明文件。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（應有雙方蓋章）、供貨商名稱、貨物名稱、功率及到貨驗收材料。未提交業績證明文件，或所提供的業績證明文件無法體現滿足上述業績要求的，均視為無效業績。

If it is a skid builder, the bidder shall also provide the performance of at least one evaporator or heat exchanger with a power of not less than 550 kw from 1 January 2013 until the bidding closing date, whichever is the time of the contract signing, and submit relevant performance certificates. The bidder shall submit the performance statement in the prescribed format. The performance certificate shall include at least the scanning copy of the original sales contract and the arrival acceptance certificate.

4. 有興趣的投標人可通過以下方式獲取招標文件：從2023年10月24日開始至2023年10月31日止，請登錄中國海油采辦業務管理與交易系統(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。投標人須在線填寫購買招標文件登記表，并在線支付標書款，支付成功后，投標人可自行下載招標文件。招標文件每套售價為200元人民幣或25美元，售后不退。對于使用美元購買招標文件的投標人，需電匯至以下賬號：收款人：中化建國際招標有限責任公司，收款行名稱：INDUSTRIAL AND COMMERCIAL BANK OF CHINA,Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch，收款人賬號：0200000709117000351，SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dong cheng District, Beijing, China PR: 100006。招標文件發售費用用于印刷和郵寄招標文件，有郵寄需求的請在支付時備注收件人相關信息。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Oct. 24th., 2023 to Oct. 31th,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD25, and it is non refundable after sales. This Invitation for Bids will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.

 

7.投標人在投標前應在必聯網（https://www.ebnew.com）或機電產品招標投標電子交易平臺（https://www.chinabidding.com）完成注冊及信息核驗。評標結果將在機電產品招標投標電子交易平臺（http://www.chinabidding.com）和中海油采辦業務管理與交易系統（https://buy.cnooc.com.cn）上發布。

Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results  will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .
