中化建國際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油寧波大榭石化 （以下稱為“招標(biāo)人”）委托，就大榭石化餾分油五期項(xiàng)目45萬噸/年聚丙烯裝置1線3臺(tái)軸流泵進(jìn)行國際公開招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd.(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co. Ltd.(hereinafter referred to as “Tenderee” ), intends to purchase 1 Line Three Sets of Axial Flow Pumps of 450 Kta Polypropylene Plant of Daxie Distillate Oil Phase V Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

1. 招標(biāo)條件

Bidding Conditions：

項(xiàng)目概況：中海石油寧波大榭石化 煉化一體化項(xiàng)目，擬在擴(kuò)大企業(yè)規(guī)模的同時(shí)，進(jìn)一步完善輔助設(shè)施，實(shí)現(xiàn)產(chǎn)品結(jié)構(gòu)調(diào)整和優(yōu)化升級(jí)，以提升企業(yè)的整體競(jìng)爭(zhēng)能力。項(xiàng)目實(shí)施后，大榭石化原油一次加工能力為1400萬噸/年，綜合配套能力為1200萬噸/年。 該項(xiàng)目總投資約1626109萬元，其中建設(shè)投資約1484420萬元，新購置周邊土地資源面積約149.43公頃，本項(xiàng)目新建600萬噸/常減壓蒸餾、60萬噸/年航煤加氫、150萬噸/年加氫裂化、220萬噸/年蠟油加氫處理、320萬噸/年催化裂解（含產(chǎn)品精制和煙氣脫硫）、70萬噸/年裂解柴油加氫、100萬噸/年裂解石腦油加氫、80萬噸/年芳烴抽提、150萬噸/年連續(xù)重整裝置、100萬噸/年抽提、15萬標(biāo)立/時(shí)PSA氫氣提純、15萬噸/年硫酸、45萬噸/年聚丙烯等13套工藝裝置，以及相配套的總圖、儲(chǔ)運(yùn)、公用工程及輔助生產(chǎn)設(shè)施套完善等。

Project Summary：The Refinery And Chemical Integration project of CNOOC Ningbo Daxie Petrochemical Co., Ltd. plans to further improve auxiliary facilities and realize product structure adjustment and optimization and upgrading while expanding the scale of the company, so as to enhance the overall competitiveness of the company. After the implementation of the project, the primary crude oil processing capacity of Daxie Petrochemical will be 14 million tons/year, and the comprehensive supporting capacity will be 12 million tons/year. The total investment of the project is about 1,626,109 million yuan, among which the construction investment is about 1,844,420 million yuan. The newly purchased surrounding land resources area is about 149.43 hectares. The project newly built 13 sets of process equipment, including 600 Kta Atmospheric And vacuum Distillation, 60 Kta/year Jet Coal Hydrogenation, 150 Kta /year Hydrocracking, 220 Kta/year Wax Oil Hydrogenation, 320 Kta/year Catalytic Cracking (including product refining and flue gas desulfurization), 70 Kta/year Cracked Diesel Oil Hydrogenation, 100 Kta/year Cracked Naphtha Hydrogenation, 80 Ktayear Aromatics Extraction, 150 Kta/year Continuous reforming device, 100 Kta/year Extraction, 15 Kta bid/hour PSA Hydrogen Purification, 15 Kta/year Sulfuric Acid, 45 Kta/year Polypropylene, and supporting general drawing, storage and transportation, public works and auxiliary production facilities, etc.

交貨期：

從中華人民共和國關(guān)境內(nèi)提供的貨物：合同簽訂后60周（貨到項(xiàng)目現(xiàn)場(chǎng)時(shí)間）；

For goods offered from within PRC customs territory: 60 weeks after signing the contract (arrival date to the job site)；

從中華人民共和國關(guān)境外提供的貨物: 合同簽訂后58周（提單發(fā)貨時(shí)間）。

For goods offered from outside PRC customs territory 58 weeks after signing the contract (departure date on Bill of Lading).

3. 對(duì)投標(biāo)人的資格和業(yè)績要求：

Requirements for Qualification and reference of Bidder:

（1）資格要求

Requirements for Qualification of Bidder

A. 如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）;如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明。

A. If the Bidder is domestic registered company,The bidder shall have the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license. The scanned copy of the original shall be provided during bidding (the original copy for reference);If the bidder is an overseas registered company, it shall provide valid company registration certificate.

B. 投標(biāo)人所投產(chǎn)品的制造商須同時(shí)具備有效的GB/T19001（ISO9001）質(zhì)量體系認(rèn)證證書、GB/T24001（ISO14001）環(huán)境管理體系認(rèn)證證書、GB/T28001(OHSAS18001)或GB/T45001 (ISO45001) 職業(yè)健康管理體系認(rèn)證證書，如果有國家相關(guān)部門發(fā)布的最新體系標(biāo)準(zhǔn)，以最新體系標(biāo)準(zhǔn)為準(zhǔn)；投標(biāo)時(shí)須提供證書復(fù)印件。

B. The manufacturer of the bid product shall also have valid GB/T19001 (ISO9001) Quality System Certification, GB/T24001 (ISO14001) Environmental Management System Certification, GB/T28001(OHSAS18001) or GB/T45001 (ISO45001) Occupational Health Management System Certification Certificate, If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail.Copy of these certificates must be provided when bidding.

C. 投標(biāo)人可為投標(biāo)設(shè)備的制造商或代理商。若投標(biāo)人為代理商，投標(biāo)人應(yīng)得到本次投標(biāo)所投產(chǎn)品的制造商同意其為本次投標(biāo)提供該產(chǎn)品的合法正式授權(quán)書。

C.  Bidders can be the manufacturers or Agents of the bidding equipment. If the bidder is the Agent,the bidder shall obtain the manufacturer's consent to provide the product with the legal official authorization for the bid.

（3）業(yè)績要求

Requirement for Bidder's reference:

2013年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有聚烯烴項(xiàng)目軸流泵的供貨業(yè)績，且均滿足介質(zhì)為漿液（含催化劑顆粒）、額定流量不小于7000m3/h，揚(yáng)程不小于36米的技術(shù)要求。

From January 1, 2013 to the bid deadline date (subject to the contract signing time), the manufacturer of the products quoted by the bidder shall have supply reference of Axial-flow pump applied in the Polyolefin Project and meet the technical requirements that the medium shall be slurry (including catalyst particles), the Rated Flow is not less than 7000m3/h, and the Head is not less than 36 meters.

投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件（含相關(guān)技術(shù)附件）和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、介質(zhì)、揚(yáng)程、和流量的技術(shù)要求及到貨驗(yàn)收材料。

未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時(shí)間、制造商名稱、貨物名稱、項(xiàng)目名稱、介質(zhì)、揚(yáng)程、和流量的技術(shù)要求及到貨驗(yàn)收材料，均視為無效業(yè)績。

The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents. Performance proof documents include but are not limited to: 1) copies of sales contract (including relevant technical attachments) and 2) arrival acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, manufacturer name, goods name, project name, medium, head and flow technical requirements and arrival acceptance materials.

 

Failure to submit performance certification documents, or the provided performance certification documents cannot reflect the contract signing time, manufacturer name, goods name, project name, medium, head, and flow technical requirements and arrival acceptance materials, shall be deemed as invalid performance.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from June.27, 2023 to July 4,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
