1.中化建國際 （以下稱為“招標代理機構”）受中海石油寧波大榭石化 （以下稱為“招標人”）委托，就大榭石化產品升級改擴建項目320萬噸/年催化裂解裝置所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
Entrusted by CNOOC Ningbo Daxie Petrochemical Co., Ltd. (hereinafter referred to as "the bidder"), CNCCC International Tendering Co., Ltd. (hereinafter referred to as "the bidding agency") conducts international public bidding for some goods and related services required for the 3.2 Mt/a DCC unit of Daxie petrochemical products upgrading and expansion project. Bidders are invited to submit sealed bids for the following goods and services:

境內貨物：合同簽訂后32周（貨到項目現場時間）
For goods within the PRC customs territory: 32 weeks after signing the contract (time for goods to arrive at the project site)
境外貨物: 合同簽訂后28周（提單發貨時間）
For goods outside the PRC customs territory: 28 weeks after the contract is signed (departure date on the bill of lading)

2.對投標人的資格和業績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qualification of Bidder:
A、投標人應為投標產品的制造商或授權代理商，代理商應提供制造商同意其在本次投標中提供該產品的正式授權書（詳見第一冊格式IV-9-4）.
The bidder shall be the manufacturer of the bidding products or authorized agent ,the agent shall provide the letter of authority form manufacturer agrees to provide the products in this bid.（see Form-IV-9-4 in Volum One）.
B、投標人應提供以往供貨的三偏心蝶閥的防火產品證書(滿足API607和ISO10497標準要求)
The bidder shall provide the fire protection product certificate of the three-eccentric butterfly valve previously supplied (meet the requirements of API607 and ISO10497 standards).
C、投標人應提供貨物制造商的有效期內的ISO9001質量體系認證證書
The bidder shall provide the certification of ISO9001 Quality Management System Certification in the validity period of the goods manufacturer.
（2）業績要求：
Requirement for Bidder's reference:
2012年1月1日至投標截止日(簽約時間)，投標人所投設備在石油化工類項目中具有公稱直徑不小于DN800、設計最大流量不小于1500Nm3/min且工作壓力不低于0.08MPa的火災安全型三偏心密封蝶閥供貨業績。
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：a.銷售合同復印件（含相關技術附件，至少體現以下內容：合同首頁、簽字頁、簽約時間、項目名稱（石油化工類）、貨物名稱（火災安全型三偏心密封蝶閥）、閥門尺寸、設計最大流量、工作壓力）和b.到貨驗收證明文件。
未提交業績證明文件，或所提供的業績證明文件未體現上述信息的，均視為無效業績。
From January 1, 2012 to the bidding deadline (signing time), The bidder's equipment has the supply performance of fire-safe three-eccentric sealed butterfly valve with nominal diameter no less than DN800, designed maximum flow no less than 1500Nm3/min and working pressure no less than 0.08MPA in petrochemical projects (corresponding fire prevention certificate shall be provided .
The bidder shall submit the performance table in the prescribed format and the relevant performance proof documents. Performance documents include but are not limited to: a. Copy of the sales contract (including relevant technical attachments, at least showing the following contents: contract home page, signature page, siging date,project name (petrochemical), goods name (fire-safe three-eccentric seal butterfly valve), valve size, designed maximum flow rate and working pressure) &b. Acceptance certificate of arrival.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above information, the relevant reference will be deemed unvalid.
3．有興趣的合格投標人可通過以下方式獲取招標文件：
