中國石油物資 對下列產品及服務進行國際公開競爭性招標，于2022-04-01在 公告。本次招標采用傳統招標方式，現邀請合格投標人參加投標。

項目概況: 吉林石化煉油化工轉型升級項目24萬噸/年雙酚A裝置工藝包設計和技術服務。24萬噸/年雙酚A裝置是（以下簡稱本項目）是煉油化工轉型升級項目的主要裝置之一。本項目以苯酚、丙酮作為原料，采用離子交換樹脂法工藝，生產聚碳酸酯級雙酚A產品。

3、投標人資格要求
投標人應具備的資格或業績:（1）投標人必須是自主合法技術專利擁有者；投標人投標人應具有中國大陸成功運行規模為≥20萬噸/年雙酚A成套技術工業化應用業績。業績以合同為準，需提供合同掃描件，使用單位負責人姓名及聯系 Bidder must be legal patent owner of technology. T Bidder shall have the record of successful industrial application of complete set of BPA technology with a successful operation scale of ≥ 20kTA in China mainland. The performance shall be subject to the contract. A scan copy of the contract, the name and contact number of the person in charge of the user unit shall be provided for verification。
(2) 投標人須提供各種（合格有效的）資質證書的掃描件：如營業執照、經營許可證等；
Bidder should provide the printed version of various valid qualification certificates, such as business license and operation license, etc (The scan copy must be signed or sealed by the bidder).
(3) 投標人
The Bidder shall provide the bank reference letter issued within three months prior to the date of bid opening in original or its scan copy (The signature or sealing by the respective of bidders is needed).
（4）提供2019年至2021年的財務會計報表，如果投標人是股份 的 （或科研院所），可以只提供資產負債表、現金流量表、利潤表的復印件，加蓋投標人公章。
Provide Financial Status Reports for the years from 2019 to 2021. If the bidder is a branch of a limited company (or a research institute), financial reports can be limited to duplicates of balance sheet, cash flow statement, and income statement. Bidding Company’s stamp is required on the reports.
(6)信譽要求： Requirements for reputation
6.1在最近3年內未發生重大設計質量問題。
No major design quality problems have occurred in the last three years.
6.2未被工商行政管理機關在全國企業信用信息公示系統 列入嚴重違法失信企事業名單。
It has not been included in the list of serious illegal and dishonest enterprises and institutions by the administrative department for Industry and Commerce in the national enterprise credit information publicity system ( ).
6.3未被最高人民法院在“信用中國”網站 列入失信被執行人名單；未被中國執行信息公開網（ /）列入失信被執行人名單。
It has not been included in the list of dishonest persons executed by the Supreme People's Court on the "credit China" website ( ). It has not been included in the list of dishonest persons to be executed on the China Information Disclosure website（ / ）.

(7)滿足招標人基礎設計所需的初版PDP文件，交付時間不得超過開工會后12周，可分批次提供；修改版PDP文件交付，不得超過開工會后14周。終版PDP文件交付，不得超過開工會后20周。。
The delivery time of PDP documents that meet the basic design requirements of the tenderee shall not exceed 12 weeks after the commencement date, and may be submitted in batches; Revised PDP documents shall not be delivered more than 14 weeks after the commencement date; Final PDP documents shall not be delivered more than 20 weeks after the commencement date.
