Section V Bidding Announcement
1.上海東方投資監(jiān)理 受上海煙草集團太倉海煙煙草薄片 委托對下列產(chǎn)品及服務(wù)進行國際公開競爭性招標，現(xiàn)邀請合格投標人參加投標。
1. Entrustedby Taicang Haiyan Tobacco Flakes Co., Ltd., Shanghai Tobacco Group, ShanghaiOriental Investment Supervision Co., Ltd. conducts international open andcompetitive bidding for the following products and services, and now invitesqualified bidders to participate in the bidding.

2.投標人資格要求：
2. Bidderqualification requirements:
1） 境外投標人資格要求：
1)Qualification requirements for overseas bidders:
（1）投標人須提供企業(yè)合法注冊成立的法律文件或相關(guān)證明材料（復(fù)印件加蓋公章）；
(1) Thebidder shall provide legal documents or relevant certification materials (copyaffixed with official seal) of legal registration and establishment of theenterprise;
（2）投標人若為所投產(chǎn)品代理商或經(jīng)銷商的，應(yīng)提供該設(shè)備的制造商出具的本次招標項目唯一代理的授權(quán)函原件；（若同品牌不同代理商都參與投標，出現(xiàn)提供制造商出具經(jīng)銷授權(quán)函和制造商出具的針對本項目的授權(quán)函兩種情況的，以提供制造商出具的針對本項目的有效授權(quán)函為準），如果投標人所投的貨物不是投標人自己制造的，投標人應(yīng)得到制造商同意其在本次投標中提供該貨物的正式授權(quán)書；
(2) If thebidder is the agent or header of the bidding product, it shall provide theoriginal letter of authorization issued by the manufacturer of the equipmentfor the sole agent of this bidding project; (if different agents of the samebrand participate in the bidding, in case of providing the letter ofdistribution authorization issued by the manufacturer and the letter ofauthorization issued by the manufacturer for this project, the valid letter ofauthorization issued by the manufacturer for this project shall prevail). Ifthe goods bid by the bidder are not manufactured by the bidder itself, thebidder shall obtain the formal letter of authorization from the manufactureragreeing to provide the goods in this bidding;
（3）投標人須提供 (3) Thebidder shall provide the copy or original of the credit certificate issued bythe opening bank within three months before the bid opening date; （4）如果投標文件是由單位負責(zé)人授權(quán)的被授權(quán)代表簽署，則需要提供《單位負責(zé)人授權(quán)書》，授權(quán)書中必須要有單位負責(zé)人的手寫簽名或法人章。（如果是針對本次項目的專項授權(quán)則必須是正本原件，不接受彩打件或復(fù)印件。如果是非專項授權(quán)可以提供具備有效期的復(fù)印件，原件備查）。如果投標文件直接由單位負責(zé)人簽署，則不需要授權(quán)書。 (4) If thebidding documents are signed by the authorized representative authorized by theperson in charge, it is required to provide the Letter of Authorization ofthe Person in Charge, in which the written signature or corporate seal ofthe person in charge of the unit must be provided. (In case of specialauthorization for this project, it must be original, and color print orphotocopy is not acceptable. In case of non-special authorization, the photocopywith validity period can be provided, and the original copy can be provided forfuture reference).
