normal style="text-indent:21.0pt;line-height:24.0pt">1、滿足《中華人民共和國政府采購法》第二十二條規定；

normal style="text-indent:21.0pt;line-height:24.0pt">2、落實政府采購政策滿足的資格要求：

normal style="text-indent:21.0pt;line-height:24.0pt">政府采購應當有助于實現國家的經濟和社會發展政策目標，包括保護環境，扶持不發達地區和少數民族地區，促進中小企業發展等。

normal style="text-indent:21.0pt;line-height:24.0pt">3、本項目的特定資格要求：

normal style="text-indent:21.0pt;line-height:24.0pt">1.投標人具有獨立的法人資格，具有有效的營業執照；

normal style="text-indent:21.0pt;line-height:24.0pt">2.投標人具有機電工程施工總承包叁級及以上資質等級和有效的企業安全生產許可證；

normal style="text-indent:21.0pt;line-height:24.0pt">3.投標人擬派項目經理須具有機電專業貳級及以上注冊建造師執業證書（不含臨時）及安全生產考核合格證、且無在建項目（出具由法定代表人及項目經理本人親筆簽名并加蓋單位公章的承諾書）；

normal style="line-height:24.0pt">    4.投標人擬派技術負責人須具備中級及以上技術職稱（證書網上可查詢）；

normal align=left style="text-align:left;line-height:24.0pt">    5.擬派項目主要管理人員（項目經理、技術負責人)及委托代理人必須為本單位正式人員，須提供以下證明材料：①投標單位與其簽訂的勞動合同；②由投標人為其辦理的養老保險（須提供投標人為其連續繳納的2021年4月份至2021年9月份養老保險繳費證明，提供查詢頁面截圖及查詢途徑，可隨時查詢，若因系統故障，則須提供社保管理部門出具的繳費明細證明，但在系統恢復正常后采購人仍保留隨時進行查詢的權利）；

normal align=left style="text-align:left;text-indent:21.0pt; line-height:24.0pt">6.提供近三年（2018、2019、2020年）經審計合格的財務審計報告，（若企業成立不足三年，則以企業成立年份向后推算，提供相應年份的經審計合格的財務審計報告）；

normal style="line-height:24.0pt">    7.投標人需提供“信用中國”網站的“失信被執行人”和“重大稅收違法案件當事人名單”、“中國政府采購”網站的“政府采購嚴重違法失信行為記錄名單”查詢結果頁面截圖，若有不良記錄，報名無效（執行財庫【2016】125號文）；
