normal style='margin-left:21.0pt;text-indent:21.0pt;line-height:150%;text-autospace:none'>本招標項目七星渡長征文化公園建設項目已由畢節市七星關區發展和改革局以七星發改審批（2020）67號批準建設，項目業主為畢節時空旅游文化發展 ，建設資金來源：銀行貸款、專項債券資金及業主自籌， 項目已具備招標條件，現對本項目 勘察、設計 進行公開招標。

normal align=left style='text-align:left;text-indent:20.7pt;line-height:150%'>2.2 建設規模及內容：宣紅區總建筑面積1175平方米，其中紅色大講堂216平方米、游客中心959平方米；擴紅區總建筑面積15909平方米、其中紅色文化研學基地14581平方米、軍墾博物館816平方米、紅色長征體驗館512平方米；憶紅區總建筑面積6024平方米，其中紅色長征文化館1364平方米、寧家龍門2986平方米、尹家龍門1805平方米，風貌改造6910平方米；走紅區總建筑面積1538平方米，其中實景體驗區491平方米、指揮部1047平方米；民族文化體驗區新建公廁97平方米，風貌改造26078平方米、生態停車場14339平方米及有關附屬設施。；

normal style='text-indent:21.0pt;line-height:21.0pt'>3.1 要求投標人具備以下資質：

normal style='text-indent:21.0pt;line-height:21.0pt'>投標人具備國家行政主管部門頒發的工程勘察專業類（巖土工程）勘察乙級及以上資質、建筑行業（建筑工程）設計乙級及以上資質。其中，投標人擬派

normal style='text-indent:21.0pt;line-height:21.0pt'>3.2 本次招標接受聯合體投標，聯合體投標的，應滿足下列要求：（1）本項目只接受由建筑行業（建筑工程）設計乙級及以上資質及以上資質的單位作為牽頭人，牽頭人負責聯合體從投標報名直到完成本項目的所有具體事宜；（2）聯合體成員不得超過2家，聯合體牽頭人負責聯合體在本項目的投標活動中與招標有關的聯絡工作；（3）聯合體各方必須簽訂聯合體協議書，并明確聯合體牽頭人和各方的責任及權利義務；（4）聯合體各方沒有被暫停或取消投標資格或被有關部門通報在招投標過程中有違法行為；（5）聯合體各方不得再以自己名義單獨或加入其他聯合體在本招標項目中參加投標。
