受 中國科學院上海光學精密機械研究所委托對下列產(chǎn)品及服務(wù)進行國際公開競爭性招標，于2021年10月18日發(fā)布招標公告。本次招標采用傳統(tǒng)招標方式，現(xiàn)邀請合格投標人參加投標。

3. 投標人資格要求/Qualification Requirements For Bidder

3.1 投標人應(yīng)具備的資格/Qualification of the bidder：

1）除非另有規(guī)定，凡是來自中華人民共和國或是與中華人民共和國有正常貿(mào)易往來的國家或地區(qū)（以下簡稱“合格來源國/地區(qū)”）的法人或其他組織均可投標。/1）Unless otherwise specified, any legal person or other organization from the People's Republic of China or a country or region with which the People's Republic of China has normal trade relations (hereinafter referred to as "qualified source country / region") may submit a bid.

2）如果投標人所投的貨物不是投標人自己制造的，投標人應(yīng)得到制造商同意其在本次投標中提供該貨物的正式授權(quán)書。/2）In the case of a Bidder offering to supply goods under the contract which the Bidder does not manufacture or otherwise produce, the Bidder has been duly authorized by the goods’ manufacturer or producer to supply the goods in this bidding project.

   網(wǎng)上發(fā)售電子版招標文件的特別告知

各潛在投標供應(yīng)商：

本項目接受網(wǎng)上發(fā)售、下載電子版招標(采購)文件/資格審查文件（下簡稱“標書”），以及投標保證金線上繳納，現(xiàn)場遞交紙版投標文件，無需辦理CA。現(xiàn)將有關(guān)注意事項特別告知如下：

一、網(wǎng)上購買及下載電子版招標文件流程：

1.網(wǎng)上登錄/免費注冊：凡有意在線獲取電子版標書的潛在投標供應(yīng)商，請務(wù)必在本項目標書發(fā)售截止時間前，在 （ ）或 網(wǎng)站主頁（ ）的【供應(yīng)商入口】進行登錄/免費注冊。

二、標書款及下載服務(wù)費：

1.標書款費用：500元，選擇“增值稅電子普通發(fā)票”，購買后3個工作日開具，可在 自行下載；

2.標書下載服務(wù)費：不收取；

3.網(wǎng)上購買下載電子版標書及費用支付、投標保證金支付、發(fā)票下載領(lǐng)取等平臺操作問題，可撥打“ ”統(tǒng)一服務(wù)熱線：，熱線服務(wù)時間為工作日上午9點30分到12點，下午13點30分到17點。

三、投標保證金線上繳納流程：

1.供應(yīng)商登錄 ，通過【我參與的項目】找到本項目標包，點擊【繳納保證金】按鈕，選擇“電匯”，點“下一步”按鈕獲取保證金虛擬賬戶信息；

2.供應(yīng)商根據(jù)自動生成的唯一虛擬賬戶信息，按招標文件要求從基本戶電匯投標保證金。

3.供應(yīng)商可在 查看保證金繳納情況及退還情況。

4.供應(yīng)商每個項目的投標保證金虛擬賬戶均是唯一的，即同一個項目的不同供應(yīng)商虛擬賬戶信息不一樣；同一供應(yīng)商不同項目的虛擬賬戶信息也不一樣，請勿泄露虛擬賬戶信息（特別提示：同一虛擬賬戶出現(xiàn)不同供應(yīng)商匯款，即視為圍標、串標，請妥善保管虛擬賬戶信息）

四、其它事項

1.標書款及標書下載服務(wù)費一經(jīng)收取不予退還；

2.本項目標書款及投標保證金均為線上繳納，不再單獨提供賬戶信息，標書款及投標保證金繳納以線上操作為準，未按照要求進行標書款及投標保證金線上繳納導致的一切后果由投標單位自行負責。

3.交易平臺首頁幫助中心提供操作手冊，潛在投標供應(yīng)商可以下載并根據(jù)操作手冊提示進行注冊、登錄等操作。
