normal align=left style='text-align:left;text-indent:32.0pt;line-height:21.0pt;background:white'>根據《中華人民共和國土地管理法》、《招標拍賣掛牌出讓國有建設用地使用權規定》（國土資源部〔2007〕39號令）等有關法律法規的規定，受金沙縣自然資源局委托，畢節市 （以下簡稱掛牌人）以掛牌方式對金沙縣宗地編號：JSX548-XC、JSX554-XC地塊國有建設用地使用權組織公開出讓。現將有關事項公告如下：

normal style='margin-right:-5.45pt;text-indent:32.0pt;line-height:29.0pt'>1、中華人民共和國境內外的自然人、法人和其他組織，除法律另有規定外，均可申請參加本次國有建設用地使用權掛牌出讓活動，可以獨立參加，也可以聯合競買。

normal style='margin-right:-5.45pt;text-indent:32.0pt;line-height:29.0pt'>2、競買人在參與競買前應對地塊現場踏勘，對出讓地塊相關情況進行充分調查了解，出現地塊開發建設相關風險由競得人自行承擔。

normal align=left style='text-align:left;text-indent:32.0pt;line-height:29.0pt;background:white'>3、競買人報名人數達到1名（或1名以上），掛牌活動才能實施，掛牌活動開始后競買人報價應不低于掛牌出讓起始價；若競買人報名人數達不到要求，或不按照要求進行報價，則取消此次掛牌活動，出讓人在取消掛牌活動之日起10個工作日內退還競買人競買保證金（不計利息）。

normal align=left style='text-align:left;text-indent:27.2pt;line-height:29.0pt;background:white'>本次網上掛牌出讓按照出價最高者得為原則確定競得人。掛牌時間截止前，有競買人通過網上掛牌交易系統提交現場競價（限時競價）申請的，系統將采用5分鐘制限時競價（競價方法：詳見出讓資料）確定競得人。

normal align=left style='text-align:left;text-indent:30.0pt;line-height:21.0pt;background:white'>申請人可于2021年10月15日8時30分至2021年11月15日16時00分憑CA數字證書登錄畢節市 交易系統（ /ggzy）提交書面競買申請，憑CA數字證書自行下載掛牌出讓文件資料。

normal align=left style='text-align:left;text-indent:30.0pt;line-height:29.0pt;background:white'>交納競買保證金截止時間為2021年11月15日16時00分（以實際到賬日期為準）。競買保證金須從競買人賬戶匯入畢節市 指定賬戶（注：須一次到賬等額保證金,否則交易系統不支持綁定）。經審查，申請人按規定交納競買保證金，具備申請條件的，掛牌人將在2021年11月15日17時30分前確認其競買資格。取得競買資格的申請人憑CA數字證書參與網上掛牌報價（競價）。

normal align=left style='text-align:left;text-indent:27.2pt;line-height:26.95pt;background:white'>本次國有建設用地使用權掛牌活動在畢節市 進行，掛牌時間為：2021年11月4日8時30分至2021年11月17日12時00分。

normal align=left style='text-align:left;text-indent:30.0pt;line-height:29.0pt;background:white'>（一）競價方式：采取增價方式競價，每次報價須高于上次報價一個以上（整數倍）增價幅度；

normal align=left style='text-align:left;text-indent:30.0pt;line-height:29.0pt;background:white'>（二）出現以下情況，掛牌人可以終止掛牌程序，重新組織報價（競價），或按照有關規定重新組織掛牌：

normal align=left style='text-align:left;text-indent:30.0pt;line-height:29.0pt;background:white'>1、掛牌人網絡系統出現意外事故；

normal align=left style='text-align:left;text-indent:30.0pt;line-height:29.0pt;background:white'>2、影響掛牌成交結果公平公正的情況；

normal align=left style='text-align:left;text-indent:30.0pt;line-height:29.0pt;background:white'>3、法律法規規定的其他情況。

normal style='text-indent:32.0pt;line-height:24.0pt;layout-grid-mode:char'>（五）宗地編號：JSX548-XC出讓起始價為4310萬元（起始價包含配套幼兒園建設成本243萬元），JSX548-XC地塊范圍內所涉及占用商品林區域喬木林地面積0.8915公頃，由受讓人在簽訂合同后，在項目建設施工前15日內到金沙縣林業局辦理使用林地相關手續。

normal align=left style='text-align:left;text-indent:32.0pt;line-height:24.0pt;background:white'>（六）宗地編號：JSX554-XC該地塊上有附屬物，根據金沙縣第十六屆人民政府第十九次常務會會議（常務紀要[2018]2號)及《貴州金沙經濟開發區管理委員會關于對貴州奇酒酒業 土地清理處理建議的意見》（金開管呈〔2018〕35號）文件要求，該地塊上的附屬物價值合計為：¥792.4728萬元。因此受讓人在簽訂《國有建設用地使用權出讓合同》后30日內，將¥792.4728元萬元支付給金沙縣財政局，相關手續由受讓人到相關部門自行辦理，JSX554-XC地塊范圍內所涉及占用一般商品林地面積1.7518公頃，皆為喬木林地，由受讓人在簽訂《國有建設用地使用權出讓合同》后，在項目建設施工前15日內自行到林業部門按程序辦理林地征占手續。
