normal style='text-indent:32.0pt;line-height:150%'>根據《關于印發<貴州省煤礦企業兼并重組保留煤礦周邊零散煤炭資源配置競爭性出讓工作規則>的通知》（黔煤轉型升級辦〔2019〕45號和省煤炭工業淘汰落后產能加快轉型升級工作領導小組辦公室《關于原則同意金沙縣新化鄉一區塊零散煤炭資源區塊依程序出讓的函》（黔煤轉型升級辦函〔2021〕29號）文件，經畢節市人民政府同意，擬對畢節市金沙縣新化鄉一區塊零散煤炭資源區塊進行出讓。

normal align=left style='text-align:left;text-indent:32.25pt;line-height:27.0pt'>（一）地理位置：金沙縣新化鄉一區塊位于新化鄉新化煤礦一號井東部、林華煤礦西南部、雞爬坎煤礦與福利院煤礦北部的中間地帶，為原川達煤礦、獅子巖煤礦舊礦區，面積0.9475平方公里。區塊坐標如下（2000坐標）：

normal style='text-indent:32.0pt;line-height:28.0pt'>金沙縣新化鄉一區塊為原川達煤礦、獅子巖煤礦舊礦區，獅子巖煤礦（擬建規模15萬噸/年）、川達煤礦（生產能力9萬噸/年）已進行初步地質勘察工作。

normal style='text-indent:32.0pt;line-height:28.0pt'>根據新化鄉一區塊周邊已設礦權地質資料及其采礦權資源儲量分析，預估一區塊煤炭資源量為956萬噸。最終資源儲量以地勘單位經過勘探核實并評審通過報貴州省自然資源廳備案的為準。

normal style='text-indent:32.0pt;line-height:28.0pt'>1.競買人應為畢節市轄區范圍內注冊的營利法人，且在畢節市轄區范圍內有兼并重組保留煤礦。

normal style='text-indent:32.1pt'>2.不接受自然人和聯合體報名。

normal style='text-indent:32.0pt;line-height:28.0pt'>3.已被列入領域失信聯合懲戒黑名單的企業禁止參與本零散區塊競買。

normal style='text-indent:32.0pt;line-height:28.0pt'>4.報名提交資料清單：

normal style='text-indent:32.1pt'>（1）營業執照、開戶許可證(或基本存款賬戶信息)、法定代表人身份證明及身份證復印件；委托辦理的，還需提供委托書，被委托人身份證復印件（出示原件，提供復印件，復印件加蓋公章并注明與原件相符）；

normal style='text-indent:32.1pt'>（2）提供貴州省煤炭工業淘汰落后產能加快轉型升級工作領導小組辦公室出具的兼并重組實施方案批復文件及《采礦許可證》等用于證明在畢節市轄區范圍內有兼并重組保留煤礦的證明材料；

normal style='text-indent:32.1pt'>（3）競買人需持有畢節市礦權收購儲備中心出具已交競買保證金的相關證明；

normal style='text-indent:32.1pt'>1.競買保證金100萬元。

normal style='text-indent:32.1pt'>2.競買保證金由畢節市自然資源和規劃局收取及管理。競買人提交報名資料前，需按要求將競買保證金存（匯）入指定專項賬戶。

normal style='text-indent:32.1pt'>3.競買保證金由競買人基本賬戶轉出。競買人繳納競買保證金后，需持基本賬戶開戶證明及轉賬憑證至畢節市礦權收購儲備中心出具參加競買活動證明。

normal style='text-indent:32.1pt'>4.競買保證金退還的，將退還至競買人提供的基本賬戶。

normal align=left style='text-align:left;text-indent:32.25pt;line-height:27.0pt'>根據金沙縣新化鄉三區塊周邊已設礦權地質資料及其采礦權資源儲量分析，預估三區塊煤炭資源量為46萬噸。三區塊最終總資源儲量以地勘單位經過勘探核實并評審通過報省自然資源廳備案的為準。
