2021年商務(wù)部律師事務(wù)所庫(kù)招標(biāo)項(xiàng)目——貿(mào)易救濟(jì)和貿(mào)易壁壘應(yīng)對(duì)子庫(kù)-貿(mào)易救濟(jì)應(yīng)對(duì)的潛在投標(biāo)人中國(guó)通用招標(biāo)網(wǎng) 獲取招標(biāo)文件，并于2021年11月2日9:30時(shí) 且具備提供符合工作質(zhì)量要求的法律服務(wù)的專業(yè)水準(zhǔn)和相關(guān)經(jīng)驗(yàn)。
The number of team members is sufficient, and the members have professional standards and relevant experience in providing legal services that meet the requirements of work quality.

二、申請(qǐng)人的資格要求
II. The qualification requirements for applicants

1、投標(biāo)人應(yīng)為合法注冊(cè)的律師事務(wù)所,投標(biāo)人國(guó)籍應(yīng)與包名稱相符。第1包中國(guó)律師事務(wù)所投標(biāo)人應(yīng)為在中國(guó)大陸注冊(cè)的律師事務(wù)所；
1. The bidder shall be a legally registered law firm, and the nationality of the bidder shall be consistent with the name of the package. Package 1 The bidder of China Law Firm shall be a law firm registered in Chinese mainland;

2、具有獨(dú)立承擔(dān)民事責(zé)任的能力；
2. It shall have the ability to independently bear civil liability;

3、具有良好的商業(yè)信譽(yù)和健全的財(cái)務(wù)會(huì)計(jì)制度；
3. It shall have good business reputation and sound financial accounting system;

4、具有承辦委托法律服務(wù)事項(xiàng)的團(tuán)隊(duì)和能力。
4. Bidders shall have the team and ability to undertake entrusted legal services.

5、第1包投標(biāo)人應(yīng)有依法繳納稅收和社會(huì)保障資金的良好記錄;

7、本項(xiàng)目的特定資格要求：
7. Specific qualification requirements of this project:

（1）第1包投標(biāo)人不得為“信用中國(guó)”網(wǎng)站 中列入失信被執(zhí)行人和重大稅收違法案件當(dāng)事人名單的投標(biāo)人，不得為中國(guó) 政府采購(gòu)嚴(yán)重違法失信行為記錄名單中被財(cái)政部門禁止參加政府采購(gòu)活動(dòng)的投標(biāo)人（處罰決定規(guī)定的時(shí)間和地域范圍內(nèi)）。信用信息截止時(shí)點(diǎn)為開標(biāo)當(dāng)日；
(1) The bidder in the Package 1 shall not be the bidder listed on the website of Credit China ( ) as the executor of dishonesty and the Litigant List of Major Tax Violation Cases, and shall not be the bidder who is in the record list of serious illegal dishonesty of government procurement of China Government Procurement Network ( ) and is banned from participating in government procurement activities by the financial department (within the time and geographical scope specified in the penalty decision). The deadline of credit information is the day of bid opening;

（2）投標(biāo)人應(yīng)獲取本項(xiàng)目招標(biāo)文件。
(2) The bidder shall obtain the bid documents of this project.

VI. Other supplementary matters

1.政府采購(gòu)政策：（不適用）
1. The government's procurement policy: (not applicable).

（1）鼓勵(lì)節(jié)能政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，優(yōu)先采購(gòu)屬于國(guó)家公布的節(jié)能品目清單中產(chǎn)品。
(1) Policy of encouraging energy conservation: under the same conditions of technology and service, the products in the list of energy-saving items published by the state shall be preferentially purchased.

（2）鼓勵(lì)環(huán)保政策：在性能、技術(shù)、服務(wù)等指標(biāo)同等條件下，優(yōu)先采購(gòu)國(guó)家公布的環(huán)保產(chǎn)品品目清單中的產(chǎn)品。
(2) Policy of encouraging environmental protection: under the same conditions of performance, technology and service, give priority to purchasing products in the list of environmental protection products published by the state.

（3）扶持中小企業(yè)政策：貨物和服務(wù)項(xiàng)目評(píng)審時(shí)小型和微型企業(yè)產(chǎn)品享受6%的價(jià)格折扣，用扣除后的價(jià)格參加評(píng)審；工程項(xiàng)目評(píng)審時(shí)小型和微型企業(yè)在采用原報(bào)價(jià)進(jìn)行評(píng)分的基礎(chǔ)上增加其價(jià)格得分的3%。
(3) Policy of supporting small and medium-sized enterprises: when evaluating goods and services items, products from small and micro enterprises shall enjoy a price discount of 6%, and shall participate in the evaluation with the deducted price; during the project evaluation, on the basis of adopting the original quotation for scoring, scoring of small and micro enterprises shall be increased by 3% of the price scores.

（4）投標(biāo)產(chǎn)品不得為進(jìn)口產(chǎn)品。
(4) The bidding products shall not be imported products.

（5）本項(xiàng)目鼓勵(lì)節(jié)能產(chǎn)品、環(huán)保產(chǎn)品和中小企業(yè)投標(biāo)（監(jiān)獄企業(yè)、殘疾人福利性單位視同小型、微型企業(yè)）的具體辦法詳見第三章評(píng)標(biāo)辦法。與第三章評(píng)標(biāo)辦法內(nèi)容不一致的，以第三章評(píng)標(biāo)辦法規(guī)定為準(zhǔn)。
(5) For specific measures for encouraging bidding of energy-saving products, environmental protection products and small and medium-sized enterprises in this project (prison enterprises and welfare units for the disabled are regarded as small and micro enterprises), please refer to Chapter III Bid evaluation Measures for details. In case of any inconsistency with the contents of Chapter III Bid evaluation Measures, the provisions of Chapter III Measures shall prevail.

2.辦理CA電子證書
2. Handle CA E-cert

本項(xiàng)目將通過中國(guó)通用招標(biāo)網(wǎng) （以下簡(jiǎn)稱“本平臺(tái)”）進(jìn)行網(wǎng)上全流程招投標(biāo)，有意向的投標(biāo)人須在平臺(tái)注冊(cè)后辦理CA電子證書，使用CA電子證書進(jìn)行投標(biāo)文件編制、投標(biāo)文件（加密）遞交、參加開標(biāo)等招標(biāo)投標(biāo)操作。辦理CA電子證書后，也可以使用CA電子證書參加在本平臺(tái)進(jìn)行的其他全流程招投標(biāo)項(xiàng)目。
The online whole process bid and bidding of this project will be conducted through the electronic bidding platform- China General Bidding Network ( ) (hereinafter referred to as "the Platform"). Interested bidders must apply for CA e-certificate after registering on the platform, and use CA e-certificate to prepare bidding documents, submit (encrypt) bidding documents, participate in bid opening and other bid and bidding operations. After handling the CA E-Cert, the bidder can also use the CA E-Cert to participate in other whole-process bid and bidding projects on this platform.

辦理CA電子證書有關(guān)事項(xiàng)如下：
Matters related to handling CA e-cert are as follows:

（1）辦理時(shí)間：請(qǐng)于開標(biāo)前1周完成辦理并檢查確認(rèn)可正常使用。      
(1) Time for handling: Please complete the handling within one week before the bid opening and check that it can be used normally.

（2）辦理程序：投標(biāo)人須在中國(guó)通用招標(biāo)網(wǎng) 進(jìn)行線上辦理，按要求在平臺(tái)完成信息填報(bào)，選擇有介質(zhì)證書或者無介質(zhì)證書即可。具體詳見《平臺(tái)操作指導(dǎo)手冊(cè)》。
(2) Handling procedures: The bidder must handle online at China General Bidding Network ( ), complete information filling on the platform as required, then choose the certificate with/without media. See Platform Operation Instruction Manual for details.

考慮到環(huán)境兼容性問題，可通過駐華代表機(jī)構(gòu)代為辦理操作。
