二、申請人的資格要求：

normal align=left style="text-align:left;text-indent:21.0pt; line-height:150%">1.滿足《中華人民共和國政府采購法》第二十二條規定；

normal align=left style="text-align:left;text-indent:21.0pt; line-height:150%">2.落實政府采購政策需滿足的資格要求：無

normal align=left style="text-align:left;text-indent:21.0pt; line-height:150%">3.本項目的特定資格要求：

第一標段：

1）投標人須具有市政公用工程施工總承包叁級及以上資質或水利水電工程施工總承包叁級及以上資質；擬派項目經理須持有相關專業貳級及以上建造師注冊證書（不含臨時執業資格證書），且未在其他在建建設工程項目任職及不更換項目經理（提供無在建工程及不更換項目經理書面承諾書）；

2）擬派技術負責人須需具有相關專業中級及以上職稱；未在其他在建建設工程項目任

職（出具無在建承諾書）；

3）投標人擬派項目經理、技術負責人及授權委托人必須為本單位正式人員，提供有效的勞動合同和2021年01月份（含01月份）以來任意連續3個月投標單位為其繳納的養老保險證明；

第二標段：

1）具備獨立企業法人資格，具有有效的三證合一的營業執照；須具有水利水電工程專業監理乙級及以上資質或監理綜合資質；擬派項目總監理工程師具有相關專業國家注冊監理工程師證；且未在其他在建建設工程項目任職（出具無在建承諾書）；

2）投標人擬派項目總監理工程師及授權委托人必須為本單位正式人員，提供有效的勞動合同和2021年01月份（含01月份）以來任意連續3個月投標單位為其繳納的養老保險證明；

以上所有標段均需滿足以下要求：

1）根據《關于在政府采購活動中查詢及使用信用記錄有關問題的通知》 (財庫[2016]125 號)的規定，對列入失信被執行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單的供應商，拒絕參與本項目政府采購活動。

2）單位負責人為同一人或者存在直接控股、管理關系的不同單位，不得同時參加本項目的投標。
