3. 投標人資格要求/Qualification Requirements For Bidder

3.1 投標人應具備的資格/Qualification of the bidder：

1）除非另有規定，凡是來自中華人民共和國或是與中華人民共和國有正常貿易往來的國家或地區（以下簡稱“合格來源國/地區”）的法人或其他組織均可投標。/1）Unless otherwise specified, any legal person or other organization from the People's Republic of China or a country or region with which the People's Republic of China has normal trade relations (hereinafter referred to as "qualified source country / region") may submit a bid.

2）如果投標人按照合同提供的貨物不是投標人自己制造的，投標人應得到貨物制造商或貨物制造商的代理商同意其在本次投標中提供該貨物的正式授權書。/2）If the goods provided by the bidder in accordance with the contract are not manufactured by the bidder itself, the bidder shall obtain the formal authorization from the goods manufacturer or the agent of the goods manufacturer to provide the goods in this bid.
