3、投標(biāo)人資格要求：

投標(biāo)人應(yīng)具備的資格或業(yè)績：

（1）對于國外、境外投標(biāo)人，根據(jù)該國（地區(qū)）的法律在經(jīng)營所在地注冊的有關(guān)證件；（2）對于國內(nèi)投標(biāo)人，提供投標(biāo)人的企業(yè)法人營業(yè)執(zhí)照、投標(biāo)人的醫(yī)療器械經(jīng)營企業(yè)許可證（代理商作為投標(biāo)人適用）、制造商的醫(yī)療器械生產(chǎn)企業(yè)許可證（國外制造商除外）。

（3）滿足政府采購法第二十二條相關(guān)規(guī)定，且需在黑龍江省 注冊供應(yīng)商并通過審核。

（4）參加政府采購的供應(yīng)商應(yīng)提供參加政府采購活動近3年內(nèi)在經(jīng)營中無重大違法記錄的聲明或承諾；

Bidder shall have the qualifications or performance:

（1）For foreign and overseas bidders, the relevant certificates registered in the place of business in accordance with the laws of the country (region);

（2）for domestic bidders, the business license of the bidder's enterprise legal person, the bidder's business license for medical devices (applicable to the agent as the bidder), and the manufacturer's license for medical device manufacturing enterprise (except for foreign manufacturers).

（3）It meets the relevant provisions of Article 22 of the government procurement law, and needs to register suppliers in Heilongjiang provincial government procurement network and pass the audit.

（4）Suppliers participating in government procurement shall provide a statement or commitment that they have no major illegal records in their operations in recent three years;

4、招標(biāo)文件的獲取

招標(biāo)文件領(lǐng)購開始時(shí)間：2020年9月8日

招標(biāo)文件領(lǐng)購結(jié)束時(shí)間：2020年9月14日

（2）網(wǎng)上報(bào)名成功后請于2020年09月08日至2020年09月14日（法定節(jié)假日除外）8:30-11:30，13:00-16:00，到哈爾濱市南崗區(qū)長江路28號長江國際大廈2202室  

（3）投標(biāo)單位網(wǎng)上報(bào)名和現(xiàn)場購買文件缺一不可，否則視為報(bào)名無效。

5、投標(biāo)文件的遞交

投標(biāo)截止時(shí)間（開標(biāo)時(shí)間）：2020年9月29日14時(shí)00分 未曾在中國電力招標(biāo)采購網(wǎng)（www.dlztb.com）上注冊會員的單位應(yīng)先注冊。登錄成功后根據(jù)招標(biāo)公告的相說明下載投標(biāo)文件！
